Richard Smith


Richard F. Smith was born and raised in Rexburg, Idaho. He attended public schools in Rexburg and graduated from Madison High School. After attending Ricks College, he transferred to BYU and there graduated with a bachelor’s degree in Political Science. Brother Smith was admitted to the University of Idaho Law School in 1972. He graduated with a Doctorate of Law degree and was admitted to the Idaho State Bar in 1975. Smith has practiced law in Rexburg since 1975. From 1999 to 2009 he represented BYU-Idaho in land use and planning and zoning matters. During that time, he also served as liaison between the university and the city of Rexburg. The Smith family also own and operate a farming operation located on the Rexburg Bench.

Smith is active in community affairs and service in the Church. He has served as a bishop of a local ward and stake president of the BYU-Idaho 1st Stake. He has served as area director of Public Affairs for the Church in eastern Idaho. Smith served as chairman of the Rexburg Idaho Temple Open House and Dedication Committee. In 2009, he and his wife, Jill, were called to preside over the New York New York North Mission. They served in that capacity until recently being released in July of 2012.

Smith is married to Jill (Anstead) Smith of Santa Rosa, California. They are the parents of two daughters and a son: Danielle-age 27, Ashley-age 24 (married to Trevor Tolman), and Braden-age 23 (married to Karli Clark). In November, Richard and Jill became the proud grandparents of their first grandchild, a baby girl named Emmerson Tolman. Richard and Jill are also licensed foster parents and have served as parents of numerous foster children who they have been blessed to have in their home.
